Annual validation of ECHS membership of dependents by submission of life certificate and eligibility documents from primary beneficiary

1. Please refer to the following:-

(a) Central Agency letter No. B/49711-NSC/AG/ECHS/Gen Corr dated 06 July 2022.

(b) Central Agency’s letter No. B/497171-NSC/AG/ECHS dated 27 July 2022.

2. The detailed procedure for annual validation of ECHS membership of dependents above 18 years (other than spouse) is published vide letter under reference. Based on the inputs received from the environment, some additional features including change in timelines have been incorporated into the software so as to provide sufficient time to the beneficiaries to obtain and upload the required documents. The details are given in the following paragraphs.

3. Cases already rejected. All beneficiaries whose eligibility is rejected by the respective OIC Patron Polyclinic on the basis of Form 26AS/|TR/other uploaded documents will get online opportunity again to apply for verification with the Regional Center of the respective Director. In such cases, the ESM/Primary Beneficiary will receive an interactive window for the rejected cases to upload fresh Form 26AS/ITR/other official documents, once uploaded will be directly visible to the Regional Center of the concerned Director for verification. If the uploaded documents meet the eligibility criteria, the Director Regional Center approves or rejects the application. In case of rejection, the 64 KB ECHS card of the concerned dependent will be blocked from the date of completion of one year or the date of rejection or the effective date whichever is later.

4, Pending cases from OIC Patron Polyclinic. OIC Polyclinics will get three options mentioned below in respect of all Primary Beneficiaries who have uploaded documents for validation and pending decision with OIC:-

(a) approval. OIC Parent Polyclinic verifies the uploaded documents and if satisfied, clicks ‘Approved Tab’ 64 KB To approve the eligibility for extension of validity for another year from the date of pending annual validation of ECHS card.

(b) Returned with view. In case, OIC Parent Polyclinic will confirm – Uploaded documents are incorrect, then by using Tab ‘Back with View’, the eligibility validation will be returned with an option to the ESM/Primary Beneficiary to resubmit the correct documents. In such cases, the ESM/Primary Beneficiary will re-submit the necessary documents and once uploaded it will be visible to the Director Regional Centre. If the necessary documents are submitted before the date on which the card is to be blocked, the card will remain functional/active till the documents are verified by the Regional Center Director. If the required documents are not submitted before the date of blocking the card, the card will be blocked as per the date fixed for blocking the card. Once the documents are submitted and approved, the card becomes active and blocked if rejected.

(c) Rejected and forwarded to Regional Center Dir. Once the OIC parent polyclinic is satisfied that the documents uploaded are incorrect and the dependent beneficiary does not meet the eligibility criteria, then the OIC polyclinic to use Tab ‘Rejected and forwarded to Dir Regional for review center’ and forward it to Dir Regional Center for review/rejection.

After that, the application appears to the Regional Center of the respective Director for first verification. Based on the documents uploaded, Dir Regional Center approves or rejects the verification of documents. If it is rejected by Dir Regional Centre, the card will be blocked.

5. Blocking of ECHS cards. After the OIC is rejected by the parent polyclinic, the ECHS cards will be blocked on the date of annual validation. However, ECHS cards shall be unblocked in case the application is approved by the Dir Regional Center at first review as provided in para 4 (c) above.

6. Beneficiary with new PAN card. According to feedback from the environment, some ESM/Primary Beneficiaries are unable to get income Certificate from State Revenue Department And now processed the applications for preparation of their PAN cards. However, in such cases, as the PAN card is new, Form 26AS is generated from the date of preparation of the PAN card. Therefore, the following two documents are uploaded in the following sequence:-

(a) Self attested copy of PAN card duly attested date of production of PAN card.

(b) Self-attested Form 26AS, generated for new PAN card for the current financial year.

7. The above shall apply to all dependents who have attained the age of 18 years and above on or after 01 January 2020.

8. OIC Parent Polyclinic or Director Regional Center approves/rejects ECHS membership based on merit as per above mentioned documents.

9. Date of implementation. The new upgraded software will be live by 31 October 2022. To facilitate uploading of all pending cases and application for annual validation, blocking of ineligible cards will now be implemented from 01 January 2023.

10. The contents of this letter are requested to be circulated in the environment for the information of all ECHS beneficiaries. All regional centers will ensure that all polyclinics under their jurisdiction are informed on the highest priority.
